Mine Rehabilitation Protocol & Closure Review (Global)

SLR Consulting (previously GSS Environmental) was engaged by Xstrata Coal to undertake the following:

 Review the Xstrata Coal land management and conservation definitions:

  • Consult with Xstrata Coal NSW, Xstrata Coal Queensland and Xstrata Coal South Africa to better define the land management and conservation definitions for consistency across all internal and external reporting requirements
  • Update the land management and conservation definitions

Review the Xstrata Coal Rehabilitation Management Protocol which included:

  • Development of a self-assessment toolkit to assist with the implementation of the Xstrata Coal Rehabilitation Management Protocol
  • Develop a set of “Guidance Notes” to assist the operations with the intention of the Rehabilitation Protocol
  • Develop of a Rehabilitation Management Control Framework
  • Use SLR Consulting expertise to outline international best practice for topsoil stripping, landform design, spoil characterisation, backfilling of adits/portals/ ventilation shafts, surface water management structure design and implementation, re-vegetation, and rehabilitation monitoring

Review the Xstrata Coal Closure Standard including:

  • Benchmark the Xstrata Coal Mine Closure Standard against peers and industry standards (BHPB, Rio Tinto, Xstrata Copper Division, AusIMM, ICMM)
  • Complete a comprehensive gap analysis against these standards
  • Update the standard to reflect best practice
  • Consult with Xstrata coal divisions in NSW, Queensland and South Africa to refine the content of the updated standard

Project Objectives:

  • To redefine the reporting protocols to ensure consistency of disturbance and rehabilitation reporting in Annual reporting
  • To prepare a tool for the various sites to benchmark themselves against the requirements of the Xstrata Coal Rehabilitation Protocol
  • To update and improve the Xstrata Coal Mine Closure Standard to ensure compliance with all relevant standards and draw on the key elements of other mining companies to ensure consistency

Our Role

  • Undertake literature review and benchmarking against best practise in other similar sized mining companies
  • Facilitated workshops of the key Xstrata Coal stakeholders in NSW and Qld
  • Prepared all documentation in consultation with the client
