SLR continues support of French Development Agency
SLR’s team in France has been working with the French Development Agency (AFD) over the last couple of years, to mainstream gender equality into its operations. In early 2014, the AFD adopted a gender policy to address gender issues in all projects and operations that it finances. The policy aims to contribute to the reduction of gender inequalities and promote the empowerment of women in developing countries where AFD is working. To implement its new gender policy AFD started an internal capacity building process targeting its projects managers across all sectors. SLR’s Grenoble office was engaged to conduct this process in the Energy, Water and Sanitation sectors and in Social and Environmental safeguards and policies.
The services provided by the team in France have been:
- To review of current AFD projects manager’s practices regarding gender issues in each sector
- Write handbooks to address gender issues in operations financed by the AFD
- Train AFD projects managers on gender issues and provide them with the tools to address these
The preparation of learning materials and handbooks included a description and analysis of gender issues and gender best practices, and operational tools in the following sectors:
Water and Sanitation – this covered rural water projects, urban water projects, solid waste projects, rural and urban sanitation and support for sectoral policies projects
Energy – including renewable energy projects, energy production infrastructures projects, energy transportation and distribution projects and support for sectoral policies projects
SLR Grenoble also developed a dedicated handbook to address gender issues in AFD’s Environmental and Social safeguards. This handbook defines specific methods to address gender issues in Environmental and SIAs, resettlement processes (RAP, Resettlement Policy Frameworks, Livelihood Restoration Plans), as well as in tendering processes, implementation of Social and Environmental Management Plans, monitoring and evaluation.
Each handbook includes a review and benchmark of current practices regarding gender issues of major international donors.
