EIA for Halliburton’s proposed Liquid Mud Treatment and Completion Fluid Plant in the Port Of Walvis Bay, Namibia

Halliburton Industries Limited (Halliburton) is a multinational corporation that provides a range of products and services to the energy industry, specialising in oil and gas exploration, drilling and production as well as engineering and construction services. Halliburton is proposing to construct and operate a Liquid Mud Treatment and Completion Fluid Plant (LMTP) at Berth 8 in the Port of Walvis Bay, Namibia (hereafter referred to as the proposed Project). The plant will provide drilling and completion fluids to the operators in Namibia’s offshore oil and gas fields.

The proposed Project triggers activities listed in the Government Notice (GN) No. 29 of the EIA Regulations of 2012, promulgated on 6 February 2012 in terms of Section 56 of the Environmental Management Act, 2007 (GN No. 30 of 2007) (EMA) and will therefore require an environmental clearance certificate (ECC) from the Ministry of Environment, Forestry and Tourism (MEFT).

SLR Environmental Consulting (Namibia) (Pty) Ltd (SLR), an independent firm of environmental consultants, has been appointed by Halliburton to undertake the ECC application process for the proposed Project.

Status

Registration of I&APs, availability of a background information document, and submission of comments

Notice is hereby given in terms of the Environmental Management Act, 7 of 2007 and Regulation 21 of the Environmental Impact Assessment (EIA) Regulations (January 2012) that the Background Information Document for the abovementioned Project has been made available to the public. Should you and/or your organisation wish to be registered as an Interested and Affected Party (I&AP), please complete the BID and forward to SLR at the email address and telephone number shown above by 5 June 2024.

By providing your personal information to submit a comment, you will be included in the SLR an Interested and Affected Party (I&AP) database, and you consent to SLR managing your information in accordance with the Protection of Personal Information Act 4 of 2013. It is assumed that as an I&AP for this Project you authorise SLR to retain and use your Personal Information as part of a contact database for this and/or other Social and Environmental Impact Assessments (ESIA) and that you confirm your acceptance for SLR to contact you regarding this and/or other ESIA processes. SLR will not process your Personal Information, other than as permitted or required by ESIA processes, or as required by law or public policy. SLR will use reasonable, appropriate security safeguards to protect Personal Information, and to reasonably prevent any damage to, loss of, or unauthorised access or disclosure of Personal Information, other than as required for ESIA processes or as required by any Law or public policy.
