Challenge
We advise London City Airport on surface access matters, most recently in respect of a planning application for the City Airport Development Programme (CADP). This comprises new passenger facilities and infrastructure required to enable the airport to respond to forecast growth in passenger numbers and accommodate the new generation of aircraft fleet.
Solution
Having provided strategic transport advice to London City Airport for several years, we have a detailed understanding of its transport characteristics and surface access arrangements, including the DLR and a variety of vehicle modes including black taxis, private hire minicabs and the private car.
We engaged with key transport stakeholders, including the highway authority, TfL and DLR, and undertook an assessment of the capacity of the DLR and highway network. We then negotiated planning conditions and obligations, including a contribution towards the upgrade of the DLR network, a detailed Travel Plan and a Delivery and Service Plan. We also provided the transport chapter for the Environmental Statement, assessing the effects of CADP during the construction and operational phases.
Impact
London Borough of Newham’s planning committee resolved to grant planning permission in 2015.
