Challenge
SLR has provided contractual and technical support to a group of five local authorities who wished to work collaboratively to deliver improved recycling and residual waste treatment infrastructure and services for the region.
The partnership appointed SLR as technical advisors due to our proven experience in successful delivery of waste services and infrastructure procurements and the diversity of our in-house technical teams which reduces potential interface management risks on behalf of our clients.
Solution
SLR’s support has included developing an Outline Business Case for procurement of a residual waste treatment solution through joint working, followed by advisory support throughout the procurement process using the Competitive Dialogue procedure.
Subsequent to successful completion of the procurement and signing of the new contract in 2016, SLR has been retained to support the councils throughout the development of the associated facilities.
The contract began in December 2019, with waste being transported to a £22m treatment facility at Bargeddie (North Lanarkshire) where residual household waste is processed to extract additional recyclate and produce a refuse derived fuel (RDF), which is taken to the Dunbar Energy Recovery Facility for incineration, producing energy for up to 70,000 homes.
Impact
The solution will divert up to 190,000 tonnes of household residual waste from landfill and contribute to the partner councils recycling targets.
