Challenge

IKEA Properties appointed SLR to assist in securing consent for a new IKEA store, located within the Millennium Retail Park at Greenwich Peninsula, in the Royal Borough of Greenwich. It is IKEA’s most accessible store in the UK.

Solution

SLR provided transportation and highways advice throughout the planning process, including attendance at public consultation events, meetings with key stakeholders and support at the Planning Committee Meeting. Following review by TfL, the GLA and the Royal Borough of Greenwich, a resolution to grant planning permission was received in 2014.

Transport was the key issue throughout the planning process. We sought to demonstrate that a new IKEA store would not generate significantly more traffic and presented a robust and realistic case for public transport use, based on data for existing IKEA stores within London.

Impact

The transport assessment included a detailed trip generation analysis for existing and proposed uses, stand-alone junction modelling, and a car park accumulation assessment. There was also a robust travel plan aimed at staff and customers. This included a financial contribution by IKEA to fund measures to encourage sustainable travel, including improved bus services and improved walking and cycling conditions in the local area. SLR was key in demonstrating that significant highways contributions were not required.
