Oil Terminal Regulatory Compliance Assessment (UK)
Formally known as the Mayflower and Cattedown Terminals, the Greenergy Plymouth Tank Farm (GTPF) site located in Plymouth, Devon, had been deemed a Top Tier Control of Major Accident Hazard (COMAH) site.
Following major incidents at other terminals GTPF undertook to review compliance with COMAH regulation and amended guidance issued by the Competent Authority (Health & Safety Executive & Environment Agency).
The client brief requested an Asset & Contaminated Land Assessment, Compliance with Bulk Oil Storage Guidelines and Flood Risk & Safety Assessment.
SLR undertook the following works:
- Review of new tanks, bund improvements, road tanker loading facilities, and safety systems installed onsite.
- Examination of flood resilience measures such as raised tank plinths, tank holding down bolts and bund strengthening etc.
- Risk assessment to determine frequency of flood risk and extent and consequences of failure. Risks are low and are reduced by formalising operational procedures in the event of a flood.
