Kenny Malmquist

Biography

Kenny Malmquist is a Petroleum Engineer with over 29 years of diverse professional experience in air quality and environmental engineering consulting and over 37 years of experience in the oil and gas industry. He has provided air quality consulting support to the petroleum industry and other industrial sector clients operating across the country since 1989. Kenny is widely familiar with air quality standards, regulations, and permitting programs administered by EPA and state/local agencies throughout the U.S. He understands and has field experience with crude oil and natural gas exploration and production, gathering and transportation, and petroleum refining and related operations, including drilling and well completions and hydraulic fracturing; hydrocarbon liquid and produced water separation, treating, storage and handling; natural gas gathering, compression, dehydration, and sweetening; NGL extraction, stabilization, and fractionation; LNG (liquefaction and regasification); internal combustion engines and turbines and external combustion equipment; and vapor recovery, flare gas recovery, and emission control systems. He is an expert in federal Clean Air Act (CAA) programs, specializing in NSPS and NESHAP/MACT standards and regulations affecting the petroleum industry sectors. Kenny has worked closely with internal and external counsel in successfully building a defense against complex civil and criminal investigations and enforcement actions. He has extensive experience in emission measurements, inventory development, and the potential to emit determinations for criteria pollutants, GHG, and air toxics/HAP and a broad understanding of the regulatory framework that affects the industry. Kenny is experienced in process stream and air emissions characterization using the ProMax® process simulation software and is an expert in the use of many other emission estimating tools including GLYCalc™, HAPCalc™, E&PTank®, and EPA TANKS program.
