Challenge

The site comprised a former Incinerator Bottom Ash (IBA) processing facility in Stockton-on-Tees, which had been used for the processing of ash from an off-site EfW plant. Once processed, the resulting ash material was stockpiled in the yard prior to being utilised off site as a source of aggregate for the construction industry. Associated rail sidings also formed part of the sites’ demise.

We were engaged by Savills, on behalf of the proposed new tenant, to undertake an environmental assessment of the site, predominantly to assess the potential for contaminated land liability and also to produce a Schedule of Condition, to benchmark the current status of the site prior to occupation. 

Solution

We evaluated current and historical site use and its potential to cause contamination. These findings allowed us to assess the potential liability for the proposed leaseholder and make recommendations to be undertaken prior to the tenant taking occupation of the site.

A Photographic Schedule of Condition was produced, documenting current site status and areas of concern. We worked as part of a wider survey team assessing various aspects of the site including building structure and fabric, drainage, infrastructure and deleterious materials.

Impact

The final report enabled the proposed tenant to fully understand their liabilities and risk prior to entering a lease. It also provided them with required baseline site condition documentation to aid any future site exit.
