Kabanga Nickel Mine Environmental and Social Impact Assessment Update

Tembo Nickel Corporation Limited is a local private mining company which was formed on January 19, 2021, after the signing of the joint-venture Framework Agreement between the Government of the United Republic of Tanzania and the Kabanga Nickel Company Limited for the development of the proposed Kabanga Mine (hereafter referred to as the proposed Project). The proposed Project is located in the northwest of the United Republic of Tanzania in the Ngara District, 42 km south of the town of Rulenge, 5 km southeast of the nearest village of Bugarama, and close to the border with Burundi. The proposed Project area is a greenfield site that will produce nickel sulphide concentrate.

In broad terms, the mining operations at the Kabanga Mine (all located within the Special Mining Licence will involve underground works accessed via two separate decline systems, named the North and Tembo mining areas. Run-of-mine will be processed in a dual stream 3.4 Mtpa concentrator plant to produce nickel sulphide concentrate. This concentrate will be trucked 340 km via the B3 road to the Kahama Refinery for refining. From there the final products (nickel sulphide concentrate) will be containerised and trucked to the Isaka dry port, approximately 40 km from the Kahama Refinery, and transported by an existing rail system to Dar es Salaam, Tanzania’s principal city and largest seaport. Dar es Salaam has the necessary port facilities to import equipment and materials for the proposed Project and to ship the final products for export.

Tembo Nickel Corporation Limited ni kampuni ya kibinafsi ya uchimbaji madini ambayo ilianzishwa Januari 19, 2021, baada ya kutiwa saini kwa Mkataba wa Mfumo wa ubia kati ya Serikali ya Jamhuri ya Muungano wa Tanzania na Kabanga Nickel Company Limited kwa ajili ya maendeleo ya Mgodi wa Kabanga unaopendekezwa (baadaye unajulikana kama Mradi uliopendekezwa). Mradi uliopendekezwa uko kaskazini-magharibi mwa Jamhuri ya Muungano wa Tanzania katika Wilaya ya Ngara, kilomita 42 kusini mwa mji wa Rulenge, kilomita 5 kusini mashariki mwa kijiji cha karibu cha Bugarama, na karibu na mpaka na Burundi. Eneo la Mradi lililopendekezwa ni tovuti ya kijani kibichi ambayo itazalisha mkusanyiko wa sulfidi ya nikeli.

Kwa upana, shughuli za uchimbaji madini katika Mgodi wa Kabanga (zote ziko ndani ya eneo la Leseni Maalum ya Madini) zitahusisha kazi za chini ya ardhi zinazopatikana kupitia mifumo miwili tofauti ya kupungua, inayoitwa maeneo ya madini ya Kaskazini na Tembo. Kutoka hapo bidhaa za mwisho (makiniki ya sulfidi ya nikeli) zitawekwa kwenye kontena na kusafirishwa kwa lori hadi bandari kavu ya Ika, takriban kilomita 40 kutoka Kiwanda cha Kusafisha Kahama, na kusafirishwa kwa mfumo wa reli uliopo hadi Dar es Salaam, mji mkuu wa Tanzania na bandari kubwa zaidi. Dar es Salaam ina vifaa muhimu vya bandari kuagiza vifaa na vifaa kwa ajili ya Mradi unaopendekezwa na kusafirisha bidhaa za mwisho kwa ajili ya kuuza nje.

Status

An ESIA update process is being undertaken for the proposed project in accordance with local Tanzanian laws, legislation, policies and frameworks, IFC Performance Standards, the Equator Principles, and the Organisation for Economic Cooperation and Development Guidelines for Multinational Enterprises. The process is presently in the Disclosure Phase.

SLR has prepared a Non-Technical Summary (NTS), which is available for public review and comment from 22 April - 15 May 2025.
