Construction environmental management plan for Necton Greener Grid Park

Challenge

SLR was tasked by DWD to prepare an outline construction environmental management plan (OCEMP) to support the construction of the Necton Greener Grid Park.

The site is located between Necton and Little Fransham. The A47 runs adjacent of the site area with an access track off the road leading to the site, adjacent substation, and surrounding fields. The surrounding area is dominated by arable fields.

Solution

Necton Greener Grid Park is a collection of buildings, containing innovative technology designed to increase the amount of renewable energy transmitted through the national grid. The proposed development will comprise synchronous compensators, transformers, ancillary plant, underground electricity ducting and cabling to connect to the existing substation, formation of temporary construction access and associated hard and soft landscaping. Main construction works are anticipated to commence in Summer 2024. The construction programme is predicted to last for 14 months.

Our experience in environmental construction management facilitated the identification of potential environmental issues. The OCEMP provided information on mitigation and Best Practicable Measures to be adopted during the construction of the Necton Greener Grid Park. The OCEMP consisted of the following elements: an overview of the site and the development, document control procedures, roles and responsibilities, programme and timing of works, safety and security measures including emergency procedures, outline construction operations i.e. site lighting and arrangements for parking, arrangements for communications and training, pollution prevention and contingency plan.

Impact

Following approval of the planning application we then worked together with DWD and the EPC to develop the final CEMP to be submitted to discharge the relevant planning conditions applied to the consent.
