Challenge

Guernsey Waste required a solution for processing and managing its food waste, which is collected from all households across the island, as well as commercial premises. In advance of the expiry of the existing contract, SLR was commissioned to support the procurement of a new contract with a focus on resilience, value for money and carbon impact.

Solution

SLR provided initial advice on the most appropriate procurement route, followed by drafting of technical operational specifications, development of method statement requirements, and structuring of appropriate evaluation criteria and the associated tender evaluation model. With a focus on carbon impact, SLR devised a carbon assessment methodology using data provided by tenderers to inform a WRATE assessment. SLR undertook the full evaluation of tenders, leading to an award recommendation being presented to Guernsey Waste.

Impact

Following tender evaluation, SLR made a recommendation of award to Guernsey Waste and provided further support by developing a contract handover plan. The resulting contract is delivering a service that is providing increased levels of service quality for an affordable cost.
