Challenge
Abri Group Ltd are seeking to redevelop a site in Woking town centre to provide 224 residential units in a 25-storey tower, with small commercial units at ground level and new public realm.
Solution
SLR identified that the site was ideally suited for car free living and obtained in principle agreement from Surrey County Council (SCC) at the pre-application stage. A Transport Statement setting out the justification for the car free approach to parking was prepared to support the planning application. Following submission of the application, SCC and the case officer from Woking Borough Council (WBC) agreed that the proposed car parking was sufficient and that there would be no negative impact on street as result of the proposed development. Despite this, insufficient parking was one of the grounds cited by the WBC planning committee when refusing planning permission.
Abri Group Limited appealed the decision and it was considered at a Planning Inquiry in January 2024.
Impact
SLR acted as the transport expert witness and gave evidence in relation to the car parking ground for refusal. The Planning Inspector agreed that the parking provision was appropriate and there would be no harm arising on street, and the appeal was allowed by the Secretary of State in March 2024.
