Infrastructure Design & Engineering

SLR’s industry experienced technical experts provide design and engineering support to infrastructure and environmental systems during process changes and capital improvement projects. Our services include:

  • Project Development Support: we work closely with our clients to design energy, waste and water projects that take into account a whole-of-life cycle approach. Maintenance and operational characteristics are optimised along with the capital costs.
  • Feasibility Studies: SLR works with clients to assure that considered process changes are feasible with respect to near term and long term environmental permitting requirements.
  • Wastewater Engineering: SLR provides support in the design, construct, and operation of process wastewater systems and system upgrades.

Managing Recyclables Price Risk – Is the Sector Missing a Partner?

Does reluctance in the waste sector to manage recyclables price risk presents opportunities for the insurance sector? Over 6 million tonnes of recyclables (e.g. paper, card, metals, plastics, glass) are collected annually from 23 million households in England and the volumes are expected to increase further in the future. The responsibility for providing household recyclables collection service in England sits with c.320 local authorities, of which over 170 have contracts with private waste management companies for the provision of collection services.

Victoria’s “Better Apartment Design Standards” and noise – what does it mean for your site?

The State of Victoria Department of Environment, Land, Water & Planning (DELWP) have recently released their ‘Better Apartment Design Standards’ (BADS) which includes internal noise requirements for apartment buildings. These requirements are for properties within stated catchment areas from industrial, road and rail land uses. This has the potential to impact over 400,000 land parcels within Greater Melbourne. SLR have developed the tools to quickly and easily support our clients in screening sites for possible noise implications. This is to help understand the potential cost impacts due to noise abatement during early costing exercises on a development site. Ben Hinze (Manger – Environmental Mapping) and Alex Campbell (Sector Lead – Infrastructure) provide a summary of the impacts and an enlightening case study.

Alex Campbell


Alex's experience in the Infrastructure sector includes some of the largest projects underway in Australia, working for a range of government and private-sector clients.

As an Acoustic Engineer Alex specialises in architectural and building acoustics; environmental impact assessments; building services noise control; and vibration assessments and mitigation measures. More recently he has carried out environmental assessments on key projects including Sydney Metro Northwest and was the Acoustic Project Director on the Caulfield to Dandenong Level Crossing Removal Project.

Alex is a Chartered Professional Engineer and is an active member of Engineers Australia and the Australian Acoustic Society.

Briony Croft


Dr. Croft has fifteen years of experience encompassing design, project management, acoustic consulting and collaborative research with industry.  Her experience includes the measurement, modelling, assessment and control of noise and vibration emissions from industry, ports, mines, railways, roads, airports and construction sites. 

Briony has been based in Vancouver since 2014. Prior to joining SLR in Australia in 2009, Briony spent four years as a staff researcher at the Institute of Sound and Vibration Research (ISVR) at the University of Southampton in the UK. During this time she worked on several collaborative transportation noise research projects funded by the European Union. She registered as a part-time PhD student, and was awarded her doctorate in 2009.

In addition to projects involving “terrestrial” acoustic impacts on people and wildlife, Briony is also involved in underwater noise and vibration impact assessment, particularly the prediction of underwater construction noise propagation and impacts of blasting and construction on marine fauna. She has provided acoustic support in the planning, development, construction and operational stages of numerous projects in Australia and North America.

Alban Forster

With 20 years’ experience in the field of waste and resource management, Alban is currently responsible for the Waste Resource Management group in the UK. He has extensive experience in the field of strategic waste resource management, planning, policy, procurement and infrastructure delivery, with specialist knowledge covering strategy development and policy review, strategic waste plan development, PFI/PPP tender support and operational service reviews.

Brian Hoefler

Mr. Hoefler has over 25 years of experience with a range of project management services that support Infrastructure development and expansion. His experience includes multi-media project management, air quality services, NEPA documentation, environmental permitting, regulatory compliance, spill prevention and response, utility planning, noise studies, and siting studies.

Matthew Hemming (AFR)


Matthew is the Infrastructure Sector Lead in Africa and has over 13 years’ experience as an Environmental Assessment Practitioner within the environmental consulting field. Matthew is well versed in the authorisation and compliance requirements of all South African environmental legislation.

He has managed a wide range of licensing projects including environmental authorisations, water use license and waste management license applications, mainly in the waste management, gas exploration, mining, industrial and electricity generation sectors.

In recent years Matthew has focussed on the onshore oil and gas sector and also in assisting clients with waste management legislation and implementing projects up the waste management hierarchy. He also conducts or manages feasibility assessments, compliance audits, risk assessments, performance assessments, closure cost estimates and due diligence work.
