Upgrading of National Route 2 Section 18, Eastern Cape Province

The South African National Roads Agency SOC Limited (SANRAL) has appointed HHO Consulting Engineers (Pty) Ltd to assess and make recommendations for the upgrading of the N1 Section 18 between the towns of Heuningspruit (Km 0.00) and Koppies (Km 29.2). As part of the design assessment, HHO identified that the current road capacity of the N1 Section 18 did not meet the design requirements for the 20-year horizon and identified three (3) alternative means of meeting these demands.

The proposed upgrading of the N1 Section 18 includes activities listed under the Environmental Impact Assessment (EIA) Regulations Listing Notices, 2014. Such listed activities are prohibited from commencing until written authorisation is obtained from the competent authority, which in this case is the Department of Environment, Forestry and Fisheries (DEFF). The activities that are triggered require a BA process in terms of the EIA Regulations, 2014. The BA process is used to inform the Environmental Authorisation application.

SLR Consulting (South Africa) (Pty) Ltd (SLR) has been appointed by HHO (Pty) Ltd, as a sub consultant on behalf of SANRAL, as the independent environmental assessment practitioner to undertake the BA process for the proposed upgrading of the N1 Section 18.


A public participation process is being conducted as an integral part of the Basic Assessment process. The Basic Assessment Report will be made available for public review as part of this process, from 18 February to 19 March 2020.
