Challenge

SLR’s Microsimulation team was asked by Places for People to develop a base and forecast micro-simulation model of Harlow and the surrounding area. The model was to be used for development control purposes and more specifically to support the planning application of around 10,000 dwellings located to the north of Harlow in the form of a new Sustainable Urban Extension (SUE).

The study area was situated to the west of junction 7 on the M11 and included a mix of residential and employment areas including Harlow town centre, Harlow Retail Park and Princess Alexandra Hospital, and Sawbridgeworth to the north.

Solution

SLR Microsim advised on the methodology, undertaking site surveys to ascertain the on-ground network conditions, followed by the preparation of a local model validation report detailing the calibration and validation of a 2014 Base Model.

A Paramics model was created, which showed average weekday traffic conditions, including congestion and vehicle interaction. It was developed, as far as possible, in a hierarchical manner to the existing VISUM model including network extent, zoning and O-D patterns.

Impact

This led to a forecast model, including extensive testing and modification of proposed schemes to support the planning application with a clear, evidence-based transport strategy.
