Challenge
Acting as technical and procurement advisor, SLR’s Sustainable Waste Management team supported Brent Council in successfully procuring a new eight-year environmental services contract covering waste collections, street cleansing, winter maintenance and other ancillary services. The contract was procured against a backdrop of considerable budgetary constraints.
SLR led the procurement process from the outset, providing support on the implementation of a competitive dialogue process, the development of contract documentation, contractor engagement and tender review and award. Extensive dialogue was undertaken to deliver on a contract that met the service and cost requirements of the Council.

- Method statement requirements
- Performance management framework
- Pricing schedule
- Payment mechanism

- Accompanying schedules
Technical advisor role including:
- Responding to technical clarifications.
- Undertaking the technical review of tenders and providing detailed notes to the Council.
- Leading negotiation with bidders, setting up agendas, taking minutes, and providing detailed feedback to the Council and bidders.
Impact
Through completion of a rigorous, focused and collaborative dialogue process, the Council was able to award a contract which met the Council’s key objectives of improved performance within budget constraints.
