Challenge

SLR had the opportunity to undertake a Dam Safety Review of the Northern Coal Processing Plant Tailings Storage Facility (TSF) within BMA’s Blackwater Mine.

The Dam Safety Review was required to assess the integrity of the Tailing Storage facility of Northern Coal Processing Plant Tailing Storage Facility, in terms of safe acceptance (engineering standards and dam safety guidelines) and risk management criteria.

  • Detailed physical site inspection of tailing storage facility, water management and flood control infrastructure
  • Review of the Consequence Category Assessment and Failure Mode Analysis
  • Audit of Operation, Maintenance and Surveillance (OMS) Manual, Environmental Protection Plan, incident reports, surveillance records, historical DSR actions (risk management)
  • Dam safety evaluation, reviewing design, construction and operation in relation to OMS and Environmental Action Plan
  • Dam Safety Report detailing recommendations and summary

Impact

Our objectives were to improve the client’s understanding of the dam safety and management of the TSF, and list recommendations to address non-conformances in the dam safety management system.
